Harvey, the American legal AI platform that reached unicorn status earlier this year, is establishing a physical presence in Europe with the opening of a new office in Paris. The move signals both the company’s global ambitions and the French capital’s growing role as a hub for legal innovation.

Launched in 2022 and backed by the OpenAI Startup Fund and Sequoia Capital, Harvey provides an AI assistant tailored to legal tasks—contract analysis, due diligence, research, and regulatory compliance. Unlike generic chatbots, the platform is fine-tuned on legal data and designed to operate within the stringent confidentiality and accuracy demands of law firms. It quickly gained traction among elite US firms, including Allen & Overy, which became an early adopter. A $100 million Series B round in April 2023, co-led by Elad Gil and Kleiner Perkins, valued the startup at $1.5 billion, cementing its unicorn status just months after its $21 million Series A.

The Paris office, led by newly appointed General Manager for Europe, Sophie Besse, will initially house a team of 15 engineers, sales, and legal domain experts, with plans to double headcount within a year. Besse, previously at French legal tech startup Predictice and with a background in international law, underscores Harvey’s intent to localize its product for civil law jurisdictions. “France’s legal system, and the broader continental European model, presents unique challenges and opportunities. We’re here to build a truly multilingual, multipractice AI that understands the nuances of European law,” Besse stated.

France’s ambitious “legal tech” push and a supportive regulatory landscape for AI experimentation were cited as key reasons for choosing Paris over London or Frankfurt. The government’s “French Legaltech” initiative and the presence of major law firms receptive to innovation make it an ideal testing ground. Harvey already counts several Paris-based law firms as clients, and the local office will accelerate integration of French and EU legal data into its models.

With the legal AI market projected to grow significantly, Harvey faces competition from startups like Robin AI and Casetext’s CoCounsel, as well as incumbents building proprietary tools. Yet its deep integration with OpenAI’s models and a focus on high-value corporate law differentiate it. The Paris office is positioned not just as a sales outpost but as a product development center that will feed back into the core platform. Harvey expects to announce partnerships with two major French law firms in the coming weeks, further embedding itself into the ecosystem and challenging traditional legal service delivery across the Continent.
