Hauts-de-France is aggressively positioning itself as a dedicated "AI valley" following a massive investment pledge from SoftBank, a move regional leaders believe could transform the former industrial heartland into a European epicenter for artificial intelligence. The Japanese tech conglomerate’s “XXL” promise, though not yet fully detailed in public, is reported to involve several billion euros and aims to create a comprehensive AI ecosystem spanning infrastructure, research, and talent development.

Core to the vision is the construction of large-scale data centers optimized for AI workloads, coupled with world-class research facilities. SoftBank is expected to collaborate closely with regional universities and engineering schools to establish specialized AI degree programs and attract top-tier researchers. The plan also includes a startup incubator and accelerator, designed to spin out and scale homegrown AI ventures, with the potential to create thousands of direct and indirect jobs. Regional president Xavier Bertrand described the pledge as a “game-changer” that would reposition the region, long dependent on traditional manufacturing and logistics, as a magnet for high-tech investment. He emphasized that Hauts-de-France intends to move swiftly, with “shovels in the ground” within months if agreements are finalized.

The initiative dovetails with France’s national strategy to become a leading AI nation, capitalizing on post-Brexit shifts that have seen Paris emerge as a rival to London for tech talent and capital. Hauts-de-France offers a strategic location, connected to major European markets via high-speed rail and ports, plus available industrial land at competitive prices.
