The PREVAIL project, launched in December 2022, aims to accelerate Edge AI development across Europe by giving academic institutions, startups, and SMEs access to a unique Testing and Experimentation Facility (TEF). These smaller players often lack the resources to validate next-generation components that must meet rising demands in industry, mobility, healthcare, and AIoT—where stringent energy efficiency, latency, security, and privacy requirements push intelligence ever closer to the hardware.

The platform tackles these challenges by integrating three core technology pillars: non-volatile memories, 3D integration, and radio-frequency and photonic connectivity. It is built by a consortium of Europe’s four leading research and technology organisations (RTOs): CEA-Leti (France, coordinating the project), Fraunhofer-Gesellschaft (Germany), imec (Belgium), and VTT Technical Research Centre of Finland (Finland).

In May 2026 the consortium reached a decisive milestone: PREVAIL funded the acquisition of 52 strategic tools distributed across the four partners, creating a shared manufacturing backbone. All cleanroom equipment has now been installed, qualified, and is fully operational. Companies and researchers can submit requests through the PREVAIL website, where the query is pre-screened and then jointly assessed by the RTOs for risks, realistic timelines, and the technology building blocks required. This collaborative model leverages the partners’ advanced 300 mm fabrication capabilities and deep expertise in design, manufacturing, and testing.

The result is the TEF Edge AI HW, a fully operational infrastructure open to all users. It supports the validation of innovative Edge AI components—from early prototypes to next-generation applications—making it a cornerstone for Europe’s Edge AI ecosystem.

Cette infrastructure, ouverte à tous via un portail web, s’appuie sur des briques comme les mémoires non volatiles et l’intégration 3D pour valider des composants Edge AI innovants, de la preuve de concept aux prochaines générations d’applications. Elle démocratise ainsi l’accès à des moyens de fabrication critiques, accélérant l’innovation dans des secteurs exigeants comme la mobilité et la santé.

​Launched in December 2022, theEuropean ​PREVAIL projectcarries a strong ambition to foster the development of Edge AI. Its objective is to provide a Testing and Experimentation Facility (TEF*) to European stakeholders in the sector, particularly academic institutions, start-ups*, and SMEs, which do not always have the resources to test their solutions.

Users can submit their requests directly through the online interface onthe PREVAIL w​​ebsite. The request is then pre-analyzed and distributed among the four partners, who assess the risks and realistic implementation timelines, as well as deploy the various required technology building blocks.

By combining the advanced 300 mm capabilities of the RTOs with leading expertise in design, manufacturing, and testing, PREVAIL has created the TEF Edge AI HW*. This infrastructure is now fully operational, open to users, and ready to support the validation of innovative Edge AI components, from early prototypes to next-generation applications.
